{"id":171,"date":"2015-05-12T11:06:54","date_gmt":"2015-05-12T10:06:54","guid":{"rendered":"http:\/\/www.crerf-mueb.eu\/?page_id=171"},"modified":"2021-12-16T11:04:06","modified_gmt":"2021-12-16T10:04:06","slug":"deroulement-du-projet","status":"publish","type":"page","link":"http:\/\/www.crerf-mueb.eu\/de\/le-crerf\/projet-europeen\/deroulement-du-projet\/","title":{"rendered":"D\u00e9roulement du projet"},"content":{"rendered":"<h2>Un projet europ\u00e9en pour plus de s\u00e9curit\u00e9<\/h2>\n<p><strong>Lanc\u00e9 en 2011, le CRERF est un projet pilote \u00e0 l\u2019\u00e9chelle europ\u00e9enne dont l\u2019objectif principal est de rehausser le niveau de s\u00e9curit\u00e9 sur le Rhin.<\/strong><\/p>\n<p>Au vu d\u2019un trafic important de marchandises mais aussi d\u2019un tourisme fluvial croissant et des nombreux \u00e9tablissements SEVESO situ\u00e9s de part et d\u2019autre du Rhin, des risques av\u00e9r\u00e9s sont courus par les utilisateurs du fleuve et par les populations avoisinantes (feux de bateaux \u00e0 passagers ou de marchandises, fuites toxiques, collisions, avaries\u2026).<\/p>\n<p>Destin\u00e9 aux sapeurs-pompiers, mais aussi \u00e0 d\u2019autres intervenants dans le domaine du secours et de la lutte contre les sinistres, le CRERF doit permettre d\u2019am\u00e9liorer les techniques de lutte face \u00e0 ces risques.<\/p>\n<p>Le CRERF est le fruit de la coop\u00e9ration transfrontali\u00e8re entre les services d\u2019incendie et de secours du Bas-Rhin, du Haut-Rhin, des L\u00e4nder du Bade-Wurtemberg et de Rh\u00e9nanie-Palatinat. La Suisse ainsi que le Land de Hesse ont \u00e9galement apport\u00e9 leur soutien technique.<\/p>\n<p>L\u2019Union europ\u00e9enne, au titre du programme INTERREG IV Rhin sup\u00e9rieur a apport\u00e9 son soutien financier pour un montant de 1,3 M \u20ac sur un <a href=\"http:\/\/www.crerf-mueb.eu\/le-crerf\/projet-europeen\/partenaires\/\" target=\"_blank\" rel=\"noopener\">budget global<\/a> de 2,9 M \u20ac HT pour la p\u00e9riode 2012-2015.<\/p>\n<h2>Les \u00e9tapes du projet<\/h2>\n<div id=\"attachment_420\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.crerf-mueb.eu\/wp-content\/uploads\/2015\/05\/140916_visite-reception-crerf088.jpg\" target=\"_blank\" rel=\"noopener\"><img aria-describedby=\"caption-attachment-420\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-420\" title=\"\u00a9 SDIS 67\" src=\"http:\/\/www.crerf-mueb.eu\/wp-content\/uploads\/2015\/05\/140916_visite-reception-crerf088-200x150.jpg\" alt=\"\u00a9 SDIS 67\" width=\"300\" height=\"225\" srcset=\"http:\/\/www.crerf-mueb.eu\/wp-content\/uploads\/2015\/05\/140916_visite-reception-crerf088-200x150.jpg 200w, http:\/\/www.crerf-mueb.eu\/wp-content\/uploads\/2015\/05\/140916_visite-reception-crerf088-300x225.jpg 300w, http:\/\/www.crerf-mueb.eu\/wp-content\/uploads\/2015\/05\/140916_visite-reception-crerf088.jpg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><p id=\"caption-attachment-420\" class=\"wp-caption-text\">Le 16 septembre 2014, le pr\u00e9sident du service d\u00e9partemental d\u2019incendie et de secours du Bas-Rhin (SDIS 67) a invit\u00e9 les partenaires du CRERF \u00e0 d\u00e9couvrir la p\u00e9niche qu\u2019ils ont cofinanc\u00e9e.<\/p><\/div>\n<p><strong>Une <a href=\"http:\/\/www.crerf-mueb.eu\/wp-content\/uploads\/2015\/05\/15-05_cref-membres_grp-projet_contenu_forma_equipe-rea.pdf\" target=\"_blank\" rel=\"noopener\">\u00e9quipe projet franco-allemande<\/a> a travaill\u00e9 durant 5 ans \u00e0 la mise en \u0153uvre du projet INTERREG CRERF-M\u00dcB qui a \u00e9t\u00e9 rythm\u00e9e par plusieurs appels d\u2019offres europ\u00e9ens.<\/strong><\/p>\n<p>Le 1<sup>er<\/sup> appel d\u2019offre consistait \u00e0 s\u2019attacher les services d\u2019un bureau d\u2019\u00e9tudes sp\u00e9cialis\u00e9 dans le domaine de la construction fluviale qui puisse accompagner et assister le SDIS 67, ma\u00eetre d\u2019ouvrage, dans la mise en \u0153uvre technique du projet jusqu\u2019\u00e0 sa mise en service. Cette mission a \u00e9t\u00e9 confi\u00e9e le 25 juillet 2012 au bureau d\u2019\u00e9tudes <a href=\"http:\/\/schiffstechnik-buchloh.de\/\" target=\"_blank\" rel=\"noopener\">Schiffstechnik Buchloh<\/a> situ\u00e9 \u00e0 Unkel-Scheuren en Rh\u00e9nanie-Palatinat, pr\u00e8s de Bonn (Allemagne).<\/p>\n<p>Le\u00a02<sup>e<\/sup> appel d\u2019offres europ\u00e9en a permis de s\u00e9lectionner une p\u00e9niche d\u2019occasion qui serve de structure support au futur centre de formation transfrontalier. Cette proc\u00e9dure a abouti le 29 novembre 2012 \u00e0 Mannheim avec la signature du contrat de vente de la p\u00e9niche citerne TMS Altharen acquise par le SDIS 67 aupr\u00e8s de l\u2019armateur allemand <a href=\"http:\/\/www.reederei-deymann.de\/\" target=\"_blank\" rel=\"noopener\">Deymann<\/a> situ\u00e9 \u00e0 Haaren en Basse-Saxe (Allemagne).<\/p>\n<p>Le\u00a03<sup>e<\/sup> appel d\u2019offres consistait, d\u2019une part, en la recherche d\u2019un chantier fluvial qui soit en capacit\u00e9 de r\u00e9aliser les travaux de transformation de la p\u00e9niche. Ce march\u00e9 a \u00e9t\u00e9 confi\u00e9 au chantier fluvial <a href=\"http:\/\/www.tinnemansscheepsbouw.nl\" target=\"_blank\" rel=\"noopener\">P.H. Tinnemans &amp; Zn BV<\/a>. Il s\u2019agissait d\u2019autre part de rechercher une entreprise qui fournisse la structure de formation sur feux de gaz. La <a href=\"http:\/\/www.firetrainer.com\/fr\/index.html\" target=\"_blank\" rel=\"noopener\">Soci\u00e9t\u00e9 KIDDE Fire Trainers<\/a> situ\u00e9e \u00e0 Aix-la-Chapelle en Rh\u00e9nanie-du-Nord-Westphalie (Allemagne) a \u00e9t\u00e9 retenue \u00e0 cet effet.<\/p>\n<h2>La p\u00e9niche support et les \u00e9tapes de transformation et d\u2019am\u00e9nagement<\/h2>\n<p><strong>Le CRERF est install\u00e9 sur une p\u00e9niche d\u00e9nomm\u00e9e <em>Regina Rheni<\/em>.<\/strong> Cette p\u00e9niche fluviale a navigu\u00e9 pendant 40 ans, notamment sur le Rhin, en qualit\u00e9 de tanker (transport d\u2019hydrocarbures). Le moteur ainsi que les \u00e9quipements de navigation ont \u00e9t\u00e9 rendus inop\u00e9rants afin de reclasser la p\u00e9niche <em>Regina Rheni<\/em> en \u00e9tablissement flottant de type barge.<\/p>\n<h3>Caract\u00e9ristiques<\/h3>\n<p>Longueur\u00a0: 99,87 m \u2013 Largeur\u00a0: 9 m \u2013 Tirant d\u2019eau\u00a0: 0,90 m \u2013 Tirant d\u2019air\u00a0: 7,20 m \u2013 Surfaces cumul\u00e9es de ponts (3)\u00a0: 1500 m\u00b2 \u2013 Poids\u00a0: 800 tonnes.<\/p>\n<p>La transformation de la p\u00e9niche TMS Altharen en barge<em> Regina Rheni<\/em> pour accueillir le CRERF a \u00e9t\u00e9 r\u00e9alis\u00e9e aux Pays-Bas par le chantier fluvial Tinnemans situ\u00e9 \u00e0 Maasbracht avec l\u2019appui du bureau d\u2019\u00e9tudes allemand Buchloh (architecte fluvial) charg\u00e9 de l\u2019assistance \u00e0 la ma\u00eetrise d\u2019ouvrage. Le chantier a dur\u00e9 de novembre 2013 \u00e0 juillet 2014.<\/p>\n<p>La p\u00e9niche a quitt\u00e9 le chantier fluvial aux Pays-Bas le 18 juillet 2014 pour rejoindre le port de Mannheim le 23
